He argues that conservative leaders should recognize that Americans are unhappy with government, our politicians, and the two major parties, and that, therefore, the time for systemic reform is now. Kosar describes how the dominant partisan primary and plurality-winner election system contributes to unrepresentative elected officials and poor governing outcomes. The report then outlines a wide array of possible reforms that conservatives should be willing to consider in hopes of establishing a more representative government. Ultimately, Kosar argues the center-right should invest more energy and resources into election reforms that can help improve politicians’ incentives.
